Understanding

International Development Company Manpower Supply is a UAE-based firm with an ongoing service agreement in place with the Abu Dhabi Department of Government Enablement. The principal aim of this agreement is to ensure that Truly Intelligent Business delivers the specified scope of services and deliverables to the Abu Dhabi Department of Government Enablement via International Development Company Manpower Supply.

Validity

This Statement of Work is an agreement between the Customer to purchase and Truly Intelligent Business to supply the Services as set out in this Statement of Work. This Statement of Work incorporates all of the clauses and definitions contained in Truly Intelligent Business's Terms and Conditions of Business which are available at https://trulyintelligent.business/terms-and-conditions-of-business/, as amended or supplemented from time to time. Except as otherwise expressly specified in this Statement of Work, the defined terms used in this Statement of Work shall have the same meanings as the defined terms in Truly Intelligent Business's Terms and Conditions of Business. In the event of any conflict or ambiguity between those Terms and Conditions of Business and this Statement of Work, the provisions in this Statement of Work shall prevail.

This Statement of Work is valid from 6th November 2023 to 1st December 2023 unless terminated earlier in accordance with the terms set out in this Statement of Work.


Objectives

This Statement of Work is aligned to the following objectives of the Customer:

  1. Enable elimination of information overload, by specifying standardised ranges of KPI’s reports and analytics that are directly linked to government entity goals.
  2. Enable increased speed and accuracy of decision-making, by eliminating questions and debate about the relevance and applicability of data insights and analytics.
  3. Enable increased data insights RoI, by eliminating analytics which are not relevant to a government entity's goals, and by pinpointing how best to use relevant insights.
  4. Remove any guesswork from defining KPIs and reporting, to create high levels of data insights confidence.
  5. Acquire new skills and capabilities which enables the Customer to generate additional data insights architecture in future, and extend the practice to more government entities.
  6. Solve the commonly difficult data challenge, of how to not only increase data value but also drive up data morale and improve general perceptions around data, which has a positive knock-on effect on how your people engage with data.


Engagement Scope

Truly Intelligent Business will supply the Customer with the following Services and Deliverables:

Services

Truly Intelligent Business understands that the Customer possesses the skills and resources to develop, test, and deploy data insights solutions such as dashboards, data visualisations and reports. So Truly Intelligent Business will not supply those skills or resources.

Truly Intelligent Business will supply skills and expertise in:

  1. Defining the environment into which data insights are fed, by translating government entity goals into the processes aimed at achieving them.
  2. Designing the range of KPIs, analyses, and reports that will be effective at feeding the right data insights into that environment.
  3. Transferring knowledge and skills to people at the Customer, so they may self-sufficiently continue to develop additional data insights architectures in future.

Activities

The activities we will perform are:

  1. We'll start by hosting on-site workshops in Abu Dhabi to connect with relevant people, share with them how data insights architecture works, assure their positive engagement, and gather the information we need to start making progress.
  2. In the preliminary workshops we'll review the goals of the entities and departments that are in-scope, to pinpoint how data insights will deliver value.
  3. Also in the preliminary workshops, we'll start to assess the operations of the in-scope government entity, to quantify at a high-level how data insights must perform in order to drive those operations to achieve the goals.
  4. After the preliminary workshops in Abu Dhabi, we'll maintain close online collaboration from the UK with all stakeholders and participants to develop the data insights architecture.
  5. During this period of online remote collaboration, we'll also be engaging with more technical people in data engineering and data analytics roles, to exchange information about the data infrastructure and technologies that would be appropriate for realising the content of the emerging data insights architecture. 
  6. Also during this period of online remote collaboration, we'll be coaching relevant people in how to do what we are doing, so that they steadily acquire the knowledge and skills to self-sufficiently develop more data insights architectures in future.

Timeframe

The activities will be performed within the following time periods:

  1. Preliminary workshops in Abu Dhabi will take place between 6th Nov 2023 and 17th Nov 2023.
  2. Online remote collaborative activities will take place between 20th Nov 2023 and 1st Dec 2023.

In Scope

  1. We will work with one government entity and focus on one department at that entity.
  2. We will produce one data insights architecture, which will correspond to the in-scope department at the in-scope government entity.
  3. The data insights architecture that we produce, will correspond to the goals and operations at the in-scope department at the in-scope government entity.
  4. We will consult with the people who are relevant to our work at the in-scope department at the in-scope government entity.
  5. We will consult existing government documentation and materials which are relevant to our work at the in-scope department at the in-scope government entity.
  6. We will consult with the people at the Customer who are relevant to the management and governance of our work.
  7. We will transfer information and knowledge to relevant people at the Customer and the in-scope government entity, so that those people may continue to develop additional data insights architecture in future.
  8. When consulting with people about the entity's goals and operations, we will provide support and assistance to interpret relevant information and improve our mutual understanding of the entity's goals and operations.

Out of Scope

  1. We will not develop, test, or deploy any data insights solutions. Data insights architecture is a design process which produces the plans and specifications for highly-effective data insights. It must be followed by technical work to develop, test, and deploy the designed data insights which is not in scope.
  2. As we will not have access to people's diaries, we will not schedule consultations and meetings. We will be reliant upon the support of the Customer to schedule time with relevant people. (see Risks and Dependencies)
  3. Acquiring and setting up room environments and facilities for on-site workshops and meetings in Abu Dhabi. (see Risks and Dependencies)
  4. We will not be responsible for resolving disagreements amongst stakeholders or participants. If disagreements arise we will make every effort to swiftly resolve them. But we will be ultimately dependent upon a Senior Responsible Owner at the Customer to resolve disagreements which threaten to delay or block progress. (see Risks and Dependencies)
  5. Provision of services beyond the period for which this Statement of Work is valid.
  6. Other services or deliverables not explicitly specified in the Statement of Work.

Deliverables

  1. Data insights architecture terms-of-reference - Complete.
  2. One data insights architecture presenting visual analysis of the links between business goals, processes, KPIs, analyses, and reports – Largely complete.
  3. Data requirements matrices, specifying the data necessary to feed the required insights and drive data RoI – Work in progress.
  4. Presentation materials – Partially complete.
  5. Workshop facilitation content, and workshop output records - Partially complete.
  6. Documentation and content supporting knowledge transfer and skills development Partially complete.

All of these deliverables will created and presented in English.

Risks

  1. There is a risk that required people from the Customer or the in-scope government entity may not be sufficiently available.
    • Mitigation: None. It is essential that required people are available to participate within the timeframes of the work.
  2. There is a risk that required people may not be willing to participate, if they have reservations about the need for or benefits of the work.
    • Mitigation: Relevant leaders will motivate people to participate, and Truly Intelligent Business will answer objections and encourage participation in the preliminary workshops.
  3. There is a risk that required on-site facilities may not be available.
    • Mitigation: Appropriate facilities are essential for conducting the preliminary workshops and final presentations. The Customer would need to source alternative facilities.
  4. There is a risk that travel from the UK to Abu Dhabi is disrupted.
    • Mitigation: If there is time, Truly Intelligent Business will make alternative travel arrangements in line with your travel and expenses policy. If there is no time to make alternative arrangements, then Truly Intelligent Business and the Customer will mutually agree to either reschedule the meetings in Abu Dhabi or conduct them online.
  5. There is a risk that consultant availability is interrupted by unforeseen circumstances such as ill-health or family emergencies.
    • Mitigation: Truly Intelligent Business will provide an alternative consultant where possible and make every effort to minimise disruption. It's possible that work may be delayed.
  6. There is a risk that the availability of people and information from the Customer and the in-scope government entity is interrupted by unforeseen circumstances.
    • Mitigation: The Senior Responsible Owner at the Customer will make all efforts to minimise disruption to the work. Truly Intelligent Business will make all efforts to accommodate changes to the timescales of the work. Ultimately, it may be that work has to stop until the circumstances have been resolved. Recommencement of the work will be subject to the availability of required people.
  7. There is a risk that people are unable to use Miro.
    • Mitigation: This is unlikely as Miro is very easy to use and intuitive. However, Truly Intelligent Business will offer support to anyone who needs it.

Dependencies

  1. Truly Intelligent Business will require access to and time with stakeholders, subject matter experts and technical staff from the Customer and the in-scope government entity, sufficient for those people to supply all required knowledge, information, documentation and participation.
  2. Truly Intelligent Business will require participation from relevant leadership people at the Customer and the in-scope government entity, to provide, comment on, and validate information about the in-scope entity's goals and operations.
  3. Truly Intelligent Business will require participation from relevant leadership people at the Customer and the in-scope government entity, to review, comment on, and validate the content of our deliverables.
  4. Truly Intelligent Business will require support from relevant leadership people at the Customer and the in-scope government entity, to motivate other stakeholders and participants to engage with the work in a timely and positive manner.
  5. Truly Intelligent Business will require access to and use of meeting space and facilities at your premises in Abu Dhabi, sufficient to comfortably host all attendees of on-site workshops and meetings.
  6. Whilst working on-site in Abu Dhabi, Truly Intelligent Business will require access to and use of desk space and facilities at which to work in-between meetings and workshops.
  7. Truly Intelligent Business will require access to internet-based tools and resources from your premises in Abu Dhabi, such as Miro and Microsoft Teams.
  8. Truly Intelligent Business will require someone at the Customer to carry out supporting tasks such as booking time with stakeholders and participants, planning and organising workshops, and managing communications.
  9. Truly Intelligent Business will require someone at the Customer to adopt the role of Senior Responsible Owner, and act as a single point of contact for raising and resolving any issues that may occur.
  10. Truly Intelligent Business will require timely and sufficient access to all relevant strategy documentation, operational information, and content describing the in-scope government entity's goals, operations, current reporting and analytics, and any planned reporting and analytics.
  11. The Customer and the in-scope government entity will require Truly Intelligent Business consultants to be available on regular Gulf Standard Time working hours.
  12. Everybody involved in the work must be able to work collaboratively online via Microsoft Teams and Miro.
  13. Truly Intelligent Business requires that all information is provided and all communications are conducted in English.
  14. Any change control processes which may be invoked during work on the Proposed Activities, must be facilitated and managed by the Customer.

 

Change Management

It may become necessary to amend this Statement of Work for reasons including, but not limited to, the following:

  1. Revision of the engagement scope.
  2. Changes in the working environment.
  3. Unavailability of access to systems, required resources or subject matter experts.
  4. Significant delays arising through factors beyond the engagement scope.

In the event where it is necessary to amend this Statement of Work, Truly Intelligent Business or the Customer will communicate a change request. Any change request will be analysed by both parties, the change impacts will be discussed and the change request will be approved or rejected with agreement of both parties. When a change is approved, an addendum to this Statement of Work will be created.


Location

The Activities to provide the Services will be performed at any of the following locations:

  • Supplier offices in UK and working from home.
  • Customer offices in Abu Dhabi.

Whenever possible, Truly Intelligent Business will operate on Gulf Standard Time (GST). Truly Intelligent Business operates a flexible working policy, which allows our consultants to operate from the best locations for them to deliver the best results for our clients, whilst also minimising the costs and environmental impacts of unnecessary travel. Work may therefore take place at other locations with prior approval of the Customer.

 

Pricing and Notices


Fees

This statement of work is costed on a Fixed Price basis. The fees applicable to provision of the engagement scope are:

These fees have been fixed on the condition that the risks identified in this Statement of Work will be mitigated as stated, and the dependencies raised in this Statement of Work will be fulfilled as stated.

Invoicing

Truly Intelligent Business will submit one invoice in GBP. Invoices will be paid in GBP and remitted into the Supplier's UK bank account within 30 days of the date of the invoice.

Payment Terms

  1. These prices exclude any applicable third-party agency fees.
  2. These fixed prices are based on our mutual agreement with the risk mitigations and dependencies presented within this proposal.

Termination

  1. Either party may terminate this Statement of Work with a minimum notice period of 20 business days.
  2. In the event of Statement of Work termination, the Customer is liable to pay on a pro-rata basis the fees as described within this Statement of Work for Services that have been completed, in addition to the fees for agreed services occurring within the 20 working days termination notice period, and any costs already incurred for expenses and travel.
